School Improvement Grant (SIG) Funding

Âé¶¹´«Ã½Ó³»­ provides supplemental funding through Title I, 1003 School Improvement Grant (SIG) opportunities to eligible Target Districts to support improvement within the district and in identified schools.Ìý

All Target Districts are eligible to receive funding to support the development and implementation of their District Comprehensive Improvement Plan (DCIP) and development and implementation of any school-level improvement plans for schools identified as Comprehensive Support and Improvement (CSI), Additional Targeted Support and Improvement (ATSI), and Targeted Support and Improvement (TSI). An LEA’s Title I allocation is the sum of the amount that the LEA receives under each formula.Ìý There are allowable and unallowable expenditures for these SIG funds.Ìý Please find the general information for any Title I funds withinÌýTitle I Allowable Expenditures.ÌýÌý

SIG Funding Opportunities

For the 2026-27 school year, the Department is supporting the following Title I, 1003 grants for eligible Target Districts:

  • SIG BasicÌý(Application due on July 1st) -ÌýFor all Target Districts to establish and maintain the district and school-level cohesive systems and structures outlined in 2026-27 DCIP and SCEP.
  • SIG Coaching for Excellence (CFE)Ìý(Application due on or before August 31st) – For districts with eligible schools in the CSI and ATSI model of support participating in the CFE program.
  • SIG Instructional Systems (Application Pending) – For districts with schools participating in the Leading Instructional Systems Supplemental Support or Year 2 of District Systems for Instructional Support.
  • SIG Targeted (Application Pending) - For districts with eligible schools under Receivership.

SIG Basic Weighted Funding Formula

The Department has developed the following weighted equitable funding formula to determine 2026-27 Title I, 1003 SIG Basic allocations based on identification status and student enrollment characteristics within identified schools:

  • $20,000 per Target District;
  • $20,000 per school identified for Comprehensive Support and Improvement (CSI), Additional Targeted Support and Improvement (ATSI), and Targeted Support and Improvement (TSI);
  • $500 for every student in the district that attends a school identified for Receivership;
  • $400 for every student in the district that attends a school identified for CSI-B;
  • $300 for every student in the district that attends a school identified for CSI-A;
  • $200 for every student in the district that attends a school identified for ATSI;
  • $100 for every student in the district that attends a school identified for TSI;
  • $100 for every student with disabilities (SWD) in the district that attends a school identified for CSI, ATSI, or TSI;
  • $100 for every English language learner (ELL) in the district that attends a school identified for CSI, ATSI, or TSI;
  • $100 for every economically disadvantaged student in the district that attends a school identified for CSI, ATSI, or TSI; and,
  • $100 for every homeless student in the district that attends a school identified for CSI, ATSI, or TSI.

These calculations use enrollment figures from the 2024-25 school year, which is the same year used to make the most recent accountability support model determinations.

In addition to the formula-based allocation described above, each LEA’s allocation will also include a one-time transition amount equal to 20% of its 2025–26 Title I, 1003 SIG Basic allocation.

2025-26 School Year

For the 2025-26 school year, the Department is supporting the following Title I, 1003 grants for eligible Target Districts:

SIG BasicÌý(Application Closed) -ÌýFor all Target Districts, including those with eligible schools identified for CSI, ATSI, and TSI to support the implementation and monitoring of the approved 2025-26 DCIP and any eligible 2025-26 SCEPs.
SIG Coaching for Excellence (CFE) (Application Closed) – For districts with eligible schools in the CSI and ATSI model of support participating in the CFE program.
SIG District Systems for Instructional Improvement (Application Closed) -ÌýFor districts with eligible schools in the CSI, ATSI, and TSI models of support participating in the District Systems for Instructional Improvement program.
SIG Planning* (Application due February 27th) For newly identified Target Districts and districts with schools newly identified for CSI to support the planning and development of the 2026–27 district and school improvement plans.
SIG Supplemental SupportÌý(Application due April 15th) For districts with eligible schools that have participated in a Âé¶¹´«Ã½Ó³»­ supplemental support during the 2025-26 school year.

*Re-Identified Target Districts with schools that began the 2025–26 SY in the TSI, ATSI, or CSI support model and remained identified were able to access the 2025-26 Title I, 1003 SIG Basic funding to support the development of their 2026–27 improvement plans.

2024-25 School Year

For the 2024-25 school year, the Department is supporting the following Title I, 1003 grants for eligible Target Districts:

  • (Application Closed) – For districts with eligible schools in the CSI and ATSI model of support.
  • SIG Basic (Application Closed) -ÌýFor all Target Districts and those schools identified for CSI, ATSI, and TSI to support the implementation and monitoring of the approved 2024-25 DCIP and any eligible SCEPs.
  • SIG Targeted Support for Long-Term Identified SchoolsÌý(Application Closed) - For districts with eligible schools under Receivership that participate in Targeted Coaching support in 2024-25.
  • SIG PlanningÌý(Application Closed) For newly identified Target Districts and districts with schools newly identified for TSI to support the planning and development of the 2025–26 district and school improvement plans.Ìý
  • SIG Supplemental SupportÌý(Application Closed) For districts with eligible schools that have participated in a Âé¶¹´«Ã½Ó³»­ supplemental support during the 2024-25 school year.
2023-24 School Year

For the 2023-24 school year, the Department supported the following Title I, 1003 grants for eligible Target Districts:

  • Ìý(Application Closed) For all Target Districts and those schools identified for CSI, ATSI, and TSI to support the implementation and monitoring of the approved 2023-24 DCIP and any eligible SCEPs.Ìý Ìý

  • Ìý(Application Closed) For districts with eligibleÌýschools under Receivership that are participating in Âé¶¹´«Ã½Ó³»­'s Specialized Coaching support in 2023-24.
  • Ìý(Application Closed) For newly identified Target Districts and districts with schools newly identified for TSI to support the planning and development of the 2024–25 district and school improvement plans.
